Description:    George R. Mann was architect for the City Hall. At the time the St Louis City Hall was designed, Mann was a member of the architectural firm of Eckel & Mann of St. Joseph, MO. Competitive designs were submitted in 1890 by many architects and the award went to Eckel & Mann. The building was finished in 1898. Mann died in Little Rock, Arkansas, March 20, 1939.
