Description:    Pedro Piernas was the first Spanish lieutenant governor of Upper Louisiana. He arrived from New Orleans in 1770, and took over from St. Agne de Bellerive. He ordered the first survey of the village. Piernas left on May 20, 1775 and was replaced by Francisco Cruzat.
