Detailed Description:
Bi-State Development Agency began in 1949 through an agreement between Missouri and Illinois. Bi-State is responsible for the area´s public transportation system, including buses and Call-A-Ride vans. It also owns and operates the Metrolink system that began in July 1993.

After the introduction of the Metrolink, the agency won the prestigious Management Innovation Award from the American Public Transit Association. The award was given to Bi-State because of its customer-focused strategy and marketing methods. [St. Louis: Home on the River, pages 332-333.]
