  Major Layoffs Occur at CDA

Brief Description:  Approximately 100 positions were eliminated at the St. Louis Community Development Agency in May 1981 as a result of budget cuts and reorganization. The resulting organization had 78 people in three divisions: a Planning Division, headed by Charles Kindleberger, a Programming Division, headed by Michael Noll, and an Administrative Division headed by Terry Manning.
