Event:  Operation Breakthrough Targets Mill Creek Valley

Brief Description:  St. Louis was selected by HUD in 1971 as one of eight cities to host demonstration projects in the national "Operation Breakthrough" program. The site selected was Mill Creek Valley, where 464 units consisting of townhouses, garden apartments, medium, high-rise and stacked townhouses three and four stories in height were to be constructed.
